EU Raises Threat of Action Against Spain
European Union regulators stepped up their threat of legal action against Spain on Wednesday, formally requesting Madrid to withdraw key conditions on E.On AG's euro37 billion (US$48 billion) bid to buy Spain's biggest electricity company Endesa SA. The European Commission said it asked Spain to reply by March 16 or face a possible legal battle at the EU's high court in Luxembourg. Spain's Socialist government has attempted to block the German company's bid for Endesa, preferring a competing bid from Spain's Gas Natural SA, arguing it is in the national interest to have Endesa remain in Spanish hands. EU spokesman Jonathan Todd said the Commission had started a "second stage" of infringement proceedings, warning that if there was no "satisfactory reply" within seven working days it may decide to refer Spanish authorities to the EU's high court.
